Actually, you can visit Curaçao all year round. Still, there are slight differences:
January to May – Dry season, lots of sunshine and little rain. Popular with travelers from Europe and North America.
June through September – Slightly warmer and often a cooling breeze. Ideal for a summer vacation.
October to December – Chance of some more rain, but often in short showers. The island is greener and less crowded.
Conclusion: there is no one best travel time, but January to May is perfect for guaranteed dry weather, and the summer months are actually wonderfully calm and sunny.
